You encounter an error message such as "%%os%% Can't Open MNO Files" when trying to open your MNO. Customarily, this means that Adobe Dreamweaver is not installed on %%os%%. You won't be able to double-click to open your MNO because your OS doesn't know what to do with it.

Tip: Another MNO-related program can be selected to open the file by clicking "Show Apps" and finding the application.

Incorrect Adobe Dreamweaver Version

It is possible that your version of Adobe Dreamweaver isn't able to open your Macromedia Design Note file due to incompatibility.
