Missing Microsoft Visual Studio
When you double-click your VSPF file, you may see a dialog box from your operating system stating that it "Cannot Open This File Type". Usually, this is because you do not have Microsoft Visual Studio for %%os%% installed. This will prevent you from double-clicking to open the VSPF file because the OS doesn’t know how to handle it.
Tip: Another VSPF-related program can be selected to open the file by clicking "Show Apps" and finding the application.
Outdated Microsoft Visual Studio
Sometimes your installed version of Microsoft Visual Studio won't support your Microsoft Visual Studio Performance Rules File file. You will need to download a newer version of Microsoft Visual Studio if you don't have the right version. Your Microsoft Visual Studio Performance Rules File file was probably created by a newer release of Microsoft Visual Studio than what's currently installed your computer.
Tip: Investigate your VSPF file by right-clicking and selecting "Properties" to find clues on what version you need.
Ultimately, most of the difficulties opening VSPF files are due to having the wrong version of Microsoft Visual Studio installed.
